A career and technical education (CTE) program –                                             

  1. incorporates secondary education and postsecondary education elements; 
  2. includes coherent and rigorous content aligned with challenging academic standards and relevant career and technical content in a coordinated, non-duplicative progression of courses that align secondary education with postsecondary education to adequately prepare students to succeed in postsecondary education;
  3. may include the opportunity for secondary education students to participate in dual or concurrent enrollment programs or other ways to acquire postsecondary credits; and
  4. leads to an industry-recognized credential or certificate at the postsecondary level, or an associate or baccalaureate degree.                                                                                                                                          

In addition, CTE programs must meet the programmatic requirements for size, scope and quality.                                                                                                                     

  1. Size: Postsecondary eligible recipients must provide an opportunity for students to become CTE concentrators.
  2. Scope: Postsecondary CTE programs must align with business and industry as validated by a local or regional business advisory committee.
  3. Quality: Postsecondary eligible recipients must provide students with an opportunity to earn an industry certification, program certificate, and/or licensure approved by the state AND postsecondary recipients must provide students with the opportunity to participate in a CTE program that is classified as High-Skill, High-Wage, and/or High-Demand
